What Changed: The End of Universal Winter Fuel Payments
For over two decades, the Winter Fuel Payment was paid to every household in the UK with someone over State Pension age, regardless of income or wealth. In the 2024 Autumn Budget, the Government announced that from winter 2024/25 onwards, the payment would be restricted to pensioners receiving Pension Credit or certain other means-tested benefits.
This change affected approximately 10 million pensioner households who previously received the payment automatically. The stated aim was to target the benefit at those who need it most, saving the Treasury an estimated £1.4 billion per year.
Who Is Eligible for the Winter Fuel Payment in 2025/26?
To receive the Winter Fuel Payment for winter 2025/26, you must meet all of the following conditions during the qualifying week (typically the third week of September 2025):
- You were born on or before a qualifying date that means you have reached State Pension age
- You were living in England, Scotland, or Wales
- You were receiving one of the following qualifying benefits:
Qualifying Benefits
| Qualifying Benefit | Notes |
|---|---|
| Pension Credit (Guarantee Credit) | The main qualifying route for most pensioners |
| Pension Credit (Savings Credit) | Also qualifies, even without Guarantee Credit |
| Income-based Jobseeker's Allowance | Rare for pensioners but possible in some circumstances |
| Income-related Employment and Support Allowance | For those with limited capability for work |
| Income Support | Now largely replaced by Universal Credit |
| Universal Credit | Only if receiving UC during the qualifying week |
How Much Is the Winter Fuel Payment?
| Circumstance | Payment Amount |
|---|---|
| Born between specified dates (under 80) | £200 |
| Aged 80 or over in the qualifying week | £300 |
| Living with someone who also qualifies | £100 each (under 80) or £150 each (80+) |
The payment is made as a single lump sum, usually between November and December. It is tax-free and does not affect your other benefits.
How the Qualifying Week Works
Eligibility is assessed based on your circumstances during a single qualifying week, usually the third week of September. To receive the Winter Fuel Payment for winter 2025/26, you needed to be receiving a qualifying benefit during this specific week in September 2025.
This is important because of Pension Credit backdating. If you claim Pension Credit after the qualifying week but your claim is backdated to cover the qualifying week, you should still receive the Winter Fuel Payment. The three-month backdating window for Pension Credit means that claiming up to three months after the qualifying week could still qualify you.
The Link to Pension Credit
The change to Winter Fuel Payment eligibility has made claiming Pension Credit more important than ever. Consider the full picture of what claiming Pension Credit could be worth:

| Winter Fuel Payment | £200-300 |
| Council Tax Reduction | £1,200-2,500 |
| Warm Home Discount | £150 |
| Cold Weather Payments | £25-75 (varies by weather) |
| Free NHS dental treatment | £200-500 |
| Free TV licence (if 75+) | £169.50 |
| Total potential value | £2,200-3,800+ |
Other Help with Heating Costs
Even if you do not qualify for the Winter Fuel Payment, there are other sources of help with energy costs:
- Warm Home Discount — £150 off your electricity bill, available to some Pension Credit recipients and certain low-income households. Applied automatically if you receive Guarantee Credit
- Cold Weather Payments — £25 for each 7-day period of very cold weather, paid automatically to Pension Credit recipients
- Energy supplier hardship funds — most major energy suppliers have funds to help customers struggling with bills
- Local authority discretionary support — many councils offer additional help with energy costs through welfare assistance schemes
- Home insulation grants — government schemes (such as ECO4 and the Great British Insulation Scheme) can help fund insulation and heating improvements
Winter Fuel Payment in Scotland
Scotland is developing its own replacement for the Winter Fuel Payment, called the Pension Age Winter Heating Payment. The Scottish Government has indicated it intends to deliver a universal payment to all eligible pensioners in Scotland, regardless of whether they receive Pension Credit. Details are still being finalised and the Scottish scheme is expected to launch in winter 2025/26 or 2026/27. Check Social Security Scotland for the latest information.
